I recieved the "flapper" and a tube of Rule to place over the bilge thru hull. It is a small version of the scupper flappers.....which I removed and replaced with the much better ball in cage type. Maybe I should use the ball in cage type over the bilge thru hull? Maybe though, the back siphoning effect will suck the "flapper" over the hole and seal it with suction. I'll go with the factory fix first and report back later.
