Question 2001 186, Should I or should I not?

This is my first post on this site. I have looked at this forum for the past couple of years. Have been partial to Logic/Triumph for a long time.
Now the questions:

1) I am going to look at a 2001 186 Cool Bay. I see that it was only made for one year. Was there a problem? I don't mind making minor fixes but I don't want a major project.

2) I will be using the boat in the Indian River in Florida mostly but want the option of going into the ocean on a good day. Will this boat do it?

3) I read that there are a lot of posts about water coming in to the bilge area. Is this a problem and is it serious?

4) The boat has a 115 Mercury on it. Is this enough power? There are approximately 300 hours on the unit and he is asking $6500.00. Is this a fair price for this boat? I am restricted on the budget as I have just been retired early on disability and don't know yet what the income will be (didn't expect this). This seemed to me to be a good value. NADA says around $9000.00. Is there a resale value in these boats if I am able to move up later to a bigger model in the future??

5) What is the true length of this model? I have seen 18', 18.6' and 19'. Does anyone know for sure?
