This water retention problem has been around with all the 210/215 models since their inception. You ask a valid question about why hasn't the factory better solved this over the years. They obviously have just not put any effort into it. Shame on them, it is a solvable problem in my opinion.
To help you out, search the threads for "transom well" and "transom void" subjects. Several of us have posted photos of our attempts at repair on this problem. The install of inspection plates, which allow easy access to the void area whenever you want to check them, is the most popular fix.
I have them and did the install myself. The seal is better than the factory work but they still leak. Removal of the water is easy though, either with a sponge or a wet/dry vacumn.
