The new '07 210 has its Perco mounted facing outside under the helm dash area. I am planning on moving mine to that general area for ease of access. You can get a covered box, designed for that purpose, that keeps the switch protected from salt spray. Since you are doing a new install, I would keep it in an easily accessable area that does not require you to open up a hatch.
A agree with the starboard for mounting it on also. Plywood will just cause problems over time.
