I had the same problem and I did what rudderhinge said and closed the black inlet valve about half-way. Then I had my pump motor fail and when it was replaced we installed a 500 gph motor instead of the 700 gph. I haven't had that problem again so far.

BTW- Closing the valve had nothing to do with the motor failing, when the failed motor was removed it had seaweed wrapped around the shaft.
