I fish the flats every spring. If you want to know where to fish the flats(and miss the sand bars), the best advice I could give is to schedule a charter with a local captain. IMHO Mike Benjamin in Northeast, MD is a great one. There are many splendid captains who specialize in the Susquehanna Flats. Over the years, I have learned by experience, but that"s not always the best or easiest.(polished skeg and slow churning of the prop over the sand) The 190 is great for all but the sakinniest of water. Big fish are there to be found in the Spring. There's nothing like a 45" Srtiper coming up to swallow your topwater lure. I put my boat in at Tydings Marina in Havre DeGrace. It has a really deep launch area and a huge parking lot. Hope to see you guys in the Spring.
