From experience, I can tell you that SS togglers are the strongest and best way to attach things to these boats. That said, I wonder if you need that kind of strength for your application. Togglers are also the most intrusive and labor intensive type of mount.

I would guess that since you are only cat fishing, not expecting huge stresses on the rod holders, that proper sized SS screws and some Rule elastomeric sealant would hold your mounts sufficiently. I would at least try that first. If they rip out on you, the togglers could still be used and you have not damaged or blemished the boat.

I used one centered toggler and four SS screws to hold my downrigger mounts to the gunwale. They have not budged at all in four years. I think the overall strength of screw mounting has been underestimated by some.
