Even more important what kind of RPM's are you getting with the engine at WOT? Could be a simple prop change and a BMS lower unit cavitation plate install and you are back in business again
I also think that many forget about loading... As a guy who runs around in a foot of water a lot, I try and keep the boat (mostly fuel) as light and as balanced for and aft with it loading as possible. This way the hull does not draw as much water
