Mine are new mods thru transom and it really is a mute point. A couple of cups of water is all as I thought the same thing at first then noticed it wasn't actually a real water intrusion issue and drains better than the side scuppers with less water back and forth.

The metal plate is just that. @6 or 8 bolts and sealed with Rule. Just take the bolts out and pry it up, strip the paint off and spray with clear coat. I just purchased a product called "Rust Bullet" and comes standard silver and a slightly weaker black. It will bond best to slightly rusted or oxidized metals and a pint will go a long ways and stain your hands for a week. Has a guarantee for underwater applications too, so I might be using it soon on my trolling motor and that front plate which seems to oxidize easily.
