Doesn't look like a thin area either.
Seems like they could add a big stainless plate to bolt thru and fill in the plastic.
Is this hole bigger from previous repair attempts as well?
Call Triumph Warranty dept and make sure they have everything documented in their computer system, the attempt at repair and failure. Then ask what do you have to do to get it repaired properly as it seems your local quys are not qualified for that repair. Make sure Triumph is aware of what's up so they can step in when necessary.
