This is an old post so you may already have gotten past this but I will kick in some thoughts for others with the same question.
I pull my 195DC with an F250 and it can be felt back there on take off but once moving it is effortless. The trailer brakes work really well and I have a good stopping ability. Now with that said, I am driving a Heavy Duty truck so i cannot compare that to your van but I dont see much difference weight wise between the 195DC and the 191FS. I think you would benifit from the trailer brakes with that lighter van. As far as pulling power, I could not tell you because i am not familiar with you vans power. I have a friend that pulls a Trophy Boat that is approx same weight as my 195DC and he drives a Ford Explorer and has no problem. I would worry about if your transmission could handle the pull over time. If you can work around that then you will probably be OK. The only other worry would be pulling your boat out of the water and up a steep baot ramp like some we have around here. I have seen small cars pull big boats out so you will most likely be OK.
