help with inner hull drain

I have water driping up through the bildge in the center glob. I parked my boat on the incline of the drivway, and water is still driping. I drilled the hole about 1.75" up and 1.5" to the left side because the boat tilts a little that way. After drilling through the plastic I hit what I think was the foam, a littel darker. No water came out of the hole and the foam is really hard to make the little pocket for the water. The water is still coming out of the glob. Am I doing this right or do i need to drill deeper into the foam. I am about .75" into the foam.
