Phil, The splash well on a 210 has two pockets with a plates screwed down and sealed with Rule. It's possible that these areas have water in them. Unscrew the plates, and remove the plates [not easy] remove any water and reseal with Rule. These pockets add strength to the transom, much like an egg crate. Older boats had a plug of foam in the areas that did nothing. You can remove them if you want.
