190 Bay Front Storage bulge & drain

I am looking for a Triumph 190 Bay and have found one a 2003 with a 115 Yamaha (47 hours on it). I am a little concerned about the low hours and have to wonder about the boats history...I know people purchase boats and end up not using them but...but this guy traded his Triumph in on a 22 foot Eastern...wonder if he is planning on letting that sit as well?

So on to my question:

The boat is out of the water and on a trailer, as I stand in front and look at the boat I notice the hull bulges a little right where the drains are for the front storage lockers. Since the appear to bulge equally, I assume this is how they are…seems a bit odd but perhaps this is correct. Upon further inspection these holes do not seem “finished” Almost as if they were punched through the hull and not drilled (which would explain the bulge come to think of it). I find it very strange that the MFG would do it in this way again, no finish to the holes -- I would have expected some sort of collar or trim piece but this is not the case. I tried to determine if there was trim around these holes which have come off but I see no trace.

Surely this does not double as the aftermarket hull drain for the 190 discussed elsewhere? Does seem like a hack job however.

Any thoughts about the unfinished holes and or the apparent bulge(s)? Is this normal?
