Did you drill inspection holes on both side of the keel brace? And if so did both sides have water in them?
I havent seen any 215's that had water in the voids, not have water on both sides. Im sure that it could happen, I just never seen it.
If you drilled both sides and they had water in them, then that should not make your boat lean to one side.
Are you talking about the boat leaning while it is setting still or while it is under way? Most 215 will lean (list) to the Port side while under power. This is caused due to prop torque. Did it just start listing or has it always did it? You may have other problems that can cause the boat to list. Do you have trim tabs? Not that you need them, they are just the only way that I know of to correct for prop torque.
The transom voids will not drain out of the inner hull drain. The gas tank voids will not drain out of the inner hull drain. Most people that put inner hull drains in only get drips.
