I understand your frustration.
The water is getting in the tank void through the keel support seam. For whatever reason this seam doesen't get sealed very well at times. Some times the water will get in the void around the glob area aft of the tank. That is whan you can see water running out of the glob area when the front of the boat is raised.
But remember that the seam and keel supports run from the front of the tank to past the aft end of the tank and there is three glob areas (bolts) along that seam. This means, if the elastomeric seal is not installed properly than any time water fills the bilge of the boat, water can get into the void from any part of the seam and bolts that are not sealed. Hope this helps you understand how water get in the void a little better.
My boat use to list to the port side when it was setting in the water. When I started looking to see why, the only thing I could find that might cause that was both of the batteries where installed on the port side of the bottom of the center console. I moved them to the center and the boat set level after that.
