Here is the word from the factory. Makes sense to me.

Yes. It is possible to weld the plates into the splashwell of a 215 but
it is not that easy to do. The plates are high density
polyethylene-HDPE and the hull is linear low density polyethylene-LLDPE.
It is difficult to get perfect weld due to the slightly different
melting points. We prefer the use of a more flexible sealant like Rule
Elastomeric or Butyl rubber caulk.
