Think I spotted the elusive valve using a mechanics mirror and led light. Looks like the only access is going to be by unscrewing the base of the access plate. If the valve handle has a hole in it I might be able to install a rod on it so that I can then use it by just removing the small access plate.
If there wasn't a thick black coax cable type thing running bewteen the fuel tank and the transom there might have been enough room to reach the valve without having to take apart the access plate.
