Those forward drains are used to drain the fish boxes when you fill them with ice and fish. That way they don't drain into the bilge and get all smelly and nasty. You can just hose them out and the water goes directly out of the boat...as you found out.
The plugs are nothing special...you should be able the find them at your local marine dealer and/or parts store. I believe they are 3/4 inch but don't quote me on that. Mine have a little lever at the top to adjust the tension and flip over to secure in the drain hole.
BTW...you're not the first one to forget to put those in...actually, you can leave one or both out and use that space as a live well. When you get up on plane the water drains out and when you slow down, it fills back up the the water level of the boat.
Personally, I use them for storing my bow anchor and my front fishing seat when I'm not using it. Keep in mind that even with the plug in you may get a little water in there anyways. I hope this helped you out.
