this hole is actually between the bilge floor and the hull of the boat. remember our boats are made like a thermos bottle.. instead of air as in the thermos the boats have foam in that area. the drain shown enters the foam area and allows water to drain from the foam. you should only drill thru the transom and dig out a couple inches of foam so water can have a place to collect before draining out once the plug is taken out . if in doubt have a dealer do it.
the drain in the bilge takes care of bilge water. the transom foam drain takes care of water in the foam area
