Two years ago I bought a 2001 210. I knew there was water in the inner hull and finally got around to installing a drain. I got aleast 20 gals. of water out! In my opinion you need it. It was really easy to do. The measurements I used were provided by Dick Merrit. It does take some time for the water to quit draining before you can install the plug but this can be speeded up by letting it drain for a couple of days and then lower the bow as low as possible and install it. You'll want to get some Rule sealant before you do this.
