You might want to install an inspection plate (a.k.a. like the one for the gas fill cap), and then cover the excess part of the rigger that extends below the holder with thin wall PVC. I would then add a drain to the bottom of the PVC that routes the water to a spot just below the inspection plate, and let it drain on the deck. Replace the foam, and replace the cover. I believe that would be the cleanest installation.
BTW is Reno officially retired?
