The inner hull is where the foam is, It's closed cell foam and is not supposed to absorb water, however, over time I would not trust it. The boat will also get heavy if water is present. I know another hole in the transom doesn't sound like a good idea, but it's good insurance to keep the boat from getting heavy. The transom plugs drain the bildge, but water can get between the inner and outer areas from leaky thru hull fittings, rod holders, areas not sealed with rule etc. Oh yeah a crack will do it also.
