I had the same concern when I was looking to buy my boat. Five seconds into the test cruise I had the answer...yes! I have a 60hp Merc 2-stroke and I have had up to six people in the boat (2 adults, 4 kids as well as 3 adults and three kids on a different day) pulling a tube and cruising. There was never a lack of power to get up on plane or to sling the kids off the tube. Actually, the boat is very light compared to glass boats and very boyant and doesn't need a lot of HP to push it. Now if you're one of those fellas that has to run WOT at 50+ MPH, this setup is not for you. But if you are considering buying a 170CC with a 60hp on it the above statement is not you anyway. I would recommend taking a test cruise and I think you'll find the same answer I did...in about 5 seconds.
