Water inside the console.

I just bought a new never sold 2004 190 Bay with a 2006 Yammy 115 4 stroke. While out on the lake on the first day, I noticed the speedometer was not working. I opened the hatch above the livewell and wiggled the wires on the speedometer and that fixed her up. WHile in there I was looking around and noticed that right below the flat top inside was a lot of water. What can be done about this besides vacuuming? Does this mean that my inner hull is full of water too? I also had trouble filling up with gas. Is that a breather tube next to the gas cap? It seemed to be full of water, I guess from the washdown at the dealer. Any help is appreciated.
