Soft Scrubs with Bleach and lots of elbow grease. Sanding is better for scratches etc.

To take out the rough spots, use 400 grit. Then to smooth out the lines from the 400 grit use either 800 or 1600 grit. The finer the better. Remember to go with a light touch. As for the buffer, yes, exactly like you would wax a car only in a very small area. What you want to do is heat up the Roplene by using the friction from the buffer. That will slightly melt the Roplene and restore it's shine. You can do the same thing with a torch but you run the risk of burning or scorching the Roplene and melting a hole in your boat. I do not recommend the torch. The buffer gives you greater control over what's being done. Go slow until you get the feel for it. I hope this helps.
