Well, my dive buddy and I went down to the Keys last November and stayed at a place called the Blue Fin Inn in Islamorada. Your wife may not like it because it's nothing fancy. No phone but they have TV and a kitchen area. No docks, bay side.

There was a FREE "Boat Ramp a few miles South of the at Indian Key Fill. Bay side.

: N24* 53.400' W80* 40.550' This is not like we are use to...a nice concrete ramp. This was limestane, like what the Keys are made of. Four wheel drive would be helpful.
Another place you may want to check with was:

We stayed at the Blue Fin Inn, well, because it was inexpensive and we could save some bucks by cooking some ourselves. There wasn't much in the area, not touristy.
Hope that will give you a start. We went for the diving.
