Drill a drain, seal them up, add screws and forget about them.

Ask Dick if it is a simple hole to drill or if a tube has to be inserted, it it is complicated, the access panel definitely is a good option.

The black tar sealant separates better in warmer temperatures if you are pulling the boards up but I like the way elastomeric glosses over and handles when used in colder temps. You'll need 4-6 large tubes of Rule for the job.

I am considering shooting expandable foam that stays flexable into those void areas, filling them up, then adding the extra screws and the elastomeric. This way no water can get into where there is no room for it and the foam will add to the buoyancy. I estimate that it will take about 11 16oz cans to fill both voids. Plus the edges of my boards are sharp so I was going to take a router and lightly round them off b4 I drill for the extra holes.
By the way my boat is a '02 190 Bay.
Tell me what you guys think.

As for the "sharp" edges, once you reseal with elastomeric, make sure you used ample amounts to fill the gaps between the edge of grey panel and floor of the boat thus eliminating edges. I'm hesitant about the "can foam".

solved my problem =)

this is what i did i took a 2" circle saw and cut a hole in the back of the box all the way tru to the back compartment that goes to the bilge pump used a 1 1/2 in PVC pipe to put in the hole works great
