Well, when you look at the list it is obvious that some of the people making rules need help with basic math like addition and subtraction. Your government at work for you, as always.

State Trailer Brake Laws

Here is a more detailed list. The weights are normally GVW of the Trailer only, not trailer + tow vehicle as stated on Heartland's Site.
