150 CC how to service the bilge pump?

I have a 150 CC. With a bilge pump only on the port side, the starboard side fills with water. Is there a through hole somewhere in the transom area that is clogged or do I need a bilge pump on that side? When I pull the boat from the water very little water comes out of the port side pluge the starboard plug is an other story. There is an aeriator on the starboard side for the live well under the center seat. With a full tank of gas and the additional water my 50HP four stroke won't plane when pulling my grandson on an inner tube.
