I take WD-40 and spray on a clean rag. They should rub right off. It's not so much fuel stains as it is to gooey/gummy residue left behind after the fuel evaporates.

WD 40 also works good for taking tape goo off. I now tape my rear compartment hatches down when towing since I found one standing up ready to jump out one time. The duct tape takes care of that.

I also span my cleats with masking tape when fly fishing. It stops the fly line from wrapping around my cleats. The WD 40 takes the tape residue off.
