I have a 17 Cool that weeps water from the forward fish/storage drain hole for days after its on the trailer. The boat seems a little sluggish after its been in the water for a few hours. I think I have water penetrating between the foam liner and the hull bottom. Anybody have this problem?

If it is coming out there, it must also be going in there. Just as a test: Does it continue to weep if you leave the plugs tightened in the holes? Both of them weep, with or without plugs? The plug check may give you some idea where to check for a crack. There was a thread about a simular problem a while back on one of the bigger boats. Turned out to be a crack. May be hard to spot. Might be helpfull to have a good flashlight, a dental mirror and some help to work the light. That is how I would tackle it.
