Scupper leaks

Looking for help from 190 Bay users:
Recently, my wife and I were tying up to a bulkhead and were both on the same side adjusting the fenders and lines when, much to my surprise, my feet began getting wet. Water was coming into the cockpit through the scupper drain holes.
I suspect that the "ping-pong ball" scupper wasn't sufficiently submerged to force the ball to seat properly, but there was definitely enough water coming in to give me a bit of a surprise. Fortunately, leveling the boat stopped the intrusion, but I'm left disappointed in the operation of the scupper.
After loading the boat on the trailer, I inspected the supper and found that the ball was loose, with no debris or any other obstruction to prevent seating.
My real concern is that with 4 heavyweights in the boat, the scuppers may be sufficiently low to allow water to back in with the boat being level.
I'm looking for rubber stoppers or corks for the inside drain holes.
Any other ideas?

What year Bay 190?

Factory just updated my 2002 side scuppers to rear and have much less water intrusion but don't seem to drain 100% either.

The ball in cage scuppers are the best I have used so far. Some carry yellow foam practice golf balls and plug them into the holes. Whale makes a check valve that can be placed into the holes but they drain real slow.

I tried them all and only have the ball in cup style out the transome now and work fine.

I use rubber cork shaped (1 1/4" on one end and 1" on the other) piece and push it firmly into the hole from the inside and it stops 100% of the water from entering in my 02' 190. picked them up at the hardware store.

I ditched the ball and cage and went with the round flapper valve type. The ball and cage had 2 separate issues...
  1. The pipe where the ball was trying to seal against had become out of round and as of such, would never seal very well... What may be your issue also.
  2. The ball and cage type also make too much noise on the flats and were flushing out fish when popping in a out as the hull was bouncing
I cooked up the idea of the yellow foam golf balls back when we had out old 210 years ago, and I just started using them on the 190 and they work great with not a drop on the deck. They just pop right in and out preventing any kind of water that the flappers "may" let pass and trust me, there is some weight on back of my 190 for sure! Ha-Ha.. If I do manage to get caught in the rain and the deck starts to pond in the stern, I just pop the balls out (4 bucks or so for a bag of them at Wallmart) and hit the throttle and it drains right out, no big deal...

They also work great on the 210's (my first use of them) to prevent the flood of water into the mega hatch area

Around here, we use popping corks in the bay and the "balls in cages" call the fish to the boat!

Haha, no flats here but I do hear them sometimes....wonder it those yellow foam balls would fit in them cages?
