Where does this plug go???

I just picked up my new 190 bay yesterday. Today like a kid with a new toy I was going through checking every detail of the boat out. When I opened the transom hatch to inspect the bilge area I noticed this small black plug of some type resting near the drain hole. Please view the attached picture. The plug I think had a slight amount of some type of lube or oil on it. I have a 115 Yamaha 4stroke. Does anyone know what this plug goes to?

Looks like an anti vibration foot from a pump or an area where 2 surfaces touch. It may have been dropped and never installed. Check your builge pump or you trim tab motor. Thats all I can think of.
