the ball valve is the first thing to check to make sure the handle is not at right angle to the pump but rather in inline with the pump and related plumbing

if you have help you could have someone go below and have a water hose run or spray into the intake thru hull and that would tell you if it is gonna pickup water to fill the livewell. or run water back down where the livewell feeds water into the tank and see if it will shoot water back at you

in water testing is always best to ensure no airlocks /loss of prime

Does anyone know the model number of the pump that was used on a 2005 191F/S ? At this point, I am just going to replace the pump but don't want to have to change anything else. TIA

You could also test the pump on land by blowing smoke (I prefer cigars) near the intake on the underside. You would likely not feel anything with your hand. You could also take a small piece of tissue to see if it is being drawn into the intake.
