I would look for corrosion on the connectors. I use dielectric grease to keep mine clean.
Also check the bulb and you can use a multi-meter to make sure you have 12v dc at the connector, that way you can start to follow the wire back looking for voltage. In most cases the problem is going to be the corrosion or bulb.

I have had a similar issue with the light.....taking a little time to come on. I have used "bulb grease" to try to keep the salt at bay and corrosion down. Check the fuse button on the console under the toggle switch. Check the bulb and the like as stated by McS. Super simple electrical system so just follow it out.

A meter and a lot of patience will get you there. I finally found a bad connection on my anchor light (red/ green, OK) at the jack that connects the center console harness to the boat hull harness for just the anchor light. Wired the light around the jack. This was on a 2002 boat with salt water use of more than 80% of total hours.

Problem solved
I have fixed the problem. It turned out to be two differant problems. On the red light it was corrosion build up on the bulb contacts. I cleaned the ends and moved the bulb around I it works now. The green one was a differant problem. I found that the white wire that was soildered to the top contact had broken free. I was unable to soilder the wire back where it came from so I striped off a little more insulation and pressed it into the rivet hole on the top contact and taped it in place. It was in pretty tight anyway. It works great now.
