No Fences, I have used my boat in lots of rough water conditions. I know the following to be true from that. Water will fill the transom well as it splashes over the transom. If the incoming water has more volumn that the two small ball scuppers can expell, the excess will spill into the control line access and end up in the bilge. First it spills into the starboard seat box and then into the bilge.

I have this condition lots since we back troll into the wind to keep bait on the bottom in deep water. My bilge pump just runs alot. In extreme conditions I have had water sloshing around on the rear deck from the overflow off the transom well. That water will eventually drain to the bilge or back into the transom well. Takes some time to clear the deck though because the drain system is minimal in performance. Just something you have to get use to and realize.
