This is the official response from Taco Marine about installation of GS outriggers on a 215TE:
You are not missing anything; the weld in plate is not two separate plates but an oval extrusion. The mounting holes are threaded on the inside and when used this way the extra washers and nuts are not needed. Just insert the fiber washers onto the bolts and insert them into the mounting holes in the Grand Slam footprint and bolt it down into the mounting plate.
