Are these breakers

These are located on the back of the accessory panel switches, are they breakers, or fuses, or what?, as they each have a numeric rating?

On the front of the panel what is the significance of the little rubber boat below the switch.

I'm beginning the process of replacing all wiring and I'm just trying to understand if they are breakers or not, if they are, then why would additional in-line fuses be applied to bilge and bait pump?

Any help is appreciated..

Michael,
I think those are two 5amp fuses and a 15 amp. The rubber "boat", if it's like mine, contains the fuse. If the lights or baitwell quits working for instance, the round fuse will pop out and you push on the little rubber boat to reset it. Thats the way mine works. Good luck.

Thanks All,

Sorry I mispelled "boot", so from what replies I have we are looking at fuses and a reset mechanism. I'm now leaning towards eliminating that and installing all accessories to a 12 input (30amp) service fuse box. I would rather deal with a single source fuse area and potential for corrosion there instead of many locations. Likewise, it looks like a lot of inline fuses were installed unnecessarily leading to more corrosion and ampherage leaking and voltage drops ...which would lead to intermittent power loss.

If you want something done right ,....Do it yourself!
