I would bet that you have grass in the lines or in the pump, we have a 05 19'0 bay boat, and have already went through 1 pump. The boats do not have a screen on the intake hole, and it just sucks up everything. We ended up building a screen, which meant cutting away some of the bunkboard on the trailer, and havent had a problem since. I have pics of the modifications, and will post them.

If your pump is like mine you compress two plastic catches and twist to snap your pump off the intake inside the bilge (a little tricky at first) then you should see what’s jamming you up. I wouldn’t think its too clogged if your wash down still works probably right at the pump.
