No such thing as a dump question
That is just the switch, and water over top of the switch is what makes it signal the pump to turn on. Other products for them can be found here... http://www.waterwitchinc.com/products.html

I will vouch for the waterwitch switch. I was unhappy with the float switch internal to the bilge pump so I swapped it for a new pump and a water witch. No problems since then.
